It is similar to CQ in practically any way, although its similar efficacy against COVID-19 would still be an assumption. So far I have found these: There are about 10 clinical trials in China looking at hydroxychloroquine for COVID, including some comparing it with chloroquine phosphate.

Chloroquine has a high affinity for tissues of the parasite and is concentrated in its cytoplasm. As a weak base, it increases the pH of the intracellular lysosome and endosome. A more acidic medium in these organelles is needed for the parasite to affect mammalian cells. As a result, chloroquine inhibits growth and development of parasites. Chloroquine is commonly used to study the role of endosomal acidification in cellular processes 2, 3, such as the signaling of intracellular TLRs. Moreover, Chloroquine inhibits autophagy as it raises the lysosomal pH, which leads to inhibition of both fusion of autophagosome with lysosome and lysosomal protein degradation 4. The usual adult dose for treating malaria is 800 mg initially, followed by 400 mg 6-8 hours later and then 400 mg at 24 hours and 48 hours. The dose for malaria prevention is 400 mg every week starting 1 or 2 weeks before exposure and for 4 weeks after leaving the high risk area.

You can search the Chinese clinical trial database here (type "hydroxychloroquine" into the Public Title field): HCQ prevents dengue virus infection in vitro. Don't worry, the studies are being done and the data will be out soon.

Both chloroquine and hydroxychloroquine are used off-label for rheumatoid arthritis and for lupus, but how they work in these areas is another shoulder-shrugger, and there are side effects in the eye. It’s been suggested as an adjunct in some cancer therapy regimes, but there are problems there, too, in the kidney. Chloroquine is a medication used to prevent and to treat malaria in areas where malaria is known to be sensitive to its effects. Certain types of malaria, resistant strains, and complicated cases typically require different or additional medication. Occasionally it is used for amebiasis that is occurring outside the intestines, rheumatoid arthritis, and lupus erythematosus. As HCoVs are no longer considered to be as harmless as previously assumed and as they can be associated with severe respiratory tract infections, the identification of compounds effective against these viruses is an important issue. Chloroquine is a clinically approved drug effective against malaria, and it is known to elicit antiviral effects.
